Meanwhile, <br /> <br />Mr. Minter recommended, in the interest of better utilization of time and efforts on <br /> <br />the part of not only his staff but that of future equalization boards, that Council <br /> <br />provide by ordinance both the date by which future applications for assessed <br /> <br />valuation adjustments must be made and a shorter period of time (than now observed) <br /> <br />in which an equalization board must complete its work, as optionally permitted under <br /> <br />Section 58.1-3378 of the CODE OF VIRGINIA. In so recommending, Mr. Minter indicated <br /> <br />that, should Council fail to enact such an ordinance, he will consider absolving <br /> <br />himself and his office of any responsibility relating to real estate assessments, <br /> <br />real estate tax rolls, and any other real estate matters now maintained and <br /> <br />conducted by his office, in which event, it is reported, such functions must be <br /> <br />conducted by a new and duly-constituted office for which the State and/or the State <br /> <br />Compensation Board will not share in the cost thereof. Council "tabled" Mr. <br /> <br />Minter's recommendation and/or request, probably for further consideration at its <br /> <br />forthcoming July 28th meeting. <br /> <br />Council unanimously accepted a deed (to be amended to reflect the latest trans- <br /> <br /> <br />actions with regard to right-of-way acquisitions) by which the Commonwealth of <br /> <br />Virginia (and/or its Department of Transportation) is conveying to the City the <br /> <br /> <br />entire right-of-way along Market Street from Ellsworth Street to West Church Street, <br /> <br />plus thirty-four (34) residual parcels of land, with the proviso that, should the <br /> <br />City sell any of the residual lands in the future, 95% of the proceeds therefrom <br /> <br />will be returned to the Commonwealth of Virginia. In connection with this recently- <br /> <br />completed street project, City Manager Brown informed Council that the controversy <br /> <br />involving the acquisition of the Berlin property has been resolved; thus, the City <br /> <br />will be in a position to remove the structure on this property and thereafter grade <br /> <br />the lot to a point whereby a traffic hazard now existing at the intersection of <br /> <br />Market Street with Moss Street can be rectified and, too, the City's parking lot (to <br /> <br />the rear of the Municipal Building) can be expanded as initially envisioned. <br />
