<br />TUESDAY, JULY 14, 1987 <br /> <br />- <br /> <br />WHEREAS, Liberty Street (Route 108) is a vital transportation route between <br />the Tultex Corporation situated in Martinsville and the proposed <br />distribution center; and <br /> <br />WHEREAS, the Liberty Street (Route 108) Underpass of the Southern Railroad <br />has a low verticle clearance (12' 10") which is not sufficient to permit <br />truck traffic that will provide service to Tultex Corporation to move <br />through this underpass; and <br /> <br />WHEREAS, in accordance with Virginia Department of Transportation <br />construction allocation procedures, it is necessary that a request by <br />Council resolution be made in order that the Department program an urban <br />highway project in the City of Martinsville; now, therefore, <br /> <br />- <br /> <br />BE IT RESOLVED that the Council of the City of Martinsville, Virginia, in <br />regular session assembled, requests the Virginia Department of Transporta- <br />tion to establish an urban system highway project designed to improve the <br />vertical clearance of the Liberty Street Underpass of the Southern Railroad <br />crossing Liberty Street 0.10 miles south of Clearview Drive. The project <br />to consist of elevating the grade of the railroad structure and the <br />approach track as necessary to provide adequate clearance for truck traffic <br />using Liberty Street. This project being designated a Transportation <br />System Management (T.S.M.) project as shown on the 1985 Martinsville <br />Transportation Study. <br /> <br />BE IT FURTHER RESOLVED by the Council of the City of Martinsville, <br />Virginia, that the City of Martinsvil1e agrees to pay its share of the <br />total cost for preliminary engineering, right-of-way and construction of <br />this project in accordance with Section 33.1-44 of the Code of Virginia, <br />and that, if the City of Martinsville subsequently elects to cancel this <br />project, the City of Martinsville hereby agrees to reimburse the Virginia <br />Department of Transportation for the total amount of the costs expended by <br />the Department through the date the Department is notified of such <br />cancellation. <br /> <br />Upon recommendation of City Manager Brown, Council unanimously approved of certain <br /> <br />- <br /> <br />proposed amendments to--and/or revisions of--the City's Employee Manual, which <br /> <br />amendments and revisions were recently presented to Council for its consideration <br /> <br />and action. (Note: A copy of the Employee Manual, reflecting the foregoing <br /> <br />revisions, is on file in the City Manager's office.) <br /> <br />Mr. J. Ronnie Minter, Commissioner of the Revenue, appeared before Council and (also <br /> <br />in writing) apprised Council of the final results of the 1986 general reassessment <br /> <br />of taxable real estate within the City, which reassessment (after such adjustments <br /> <br />as were made by the City's Board of Equalization before June 30, 1987) places the <br /> <br />total taxable value at $379,369,650.00, for an increase of approximately six per <br />
