<br />TUESDAY, JUNE 23, 1987 <br /> <br />- <br /> <br />Council acknowledged receipt of the following Staff Reports: <br /> <br />A. An "All-Funds" Balance Sheet, as of May 31, 1987; <br /> <br />..,...-... <br /> <br />B. On the recently-completed study by the Virginia Department of Trans- <br />portation of the need, or lack of need, for traffic signals at the <br />intersections of (1) Market and Broad Streets, (2) Market and Bridge <br />Streets, and (3) Market Street and Commonwealth Boulevard, with <br />Council suggesting that the study be expanded to include the <br />intersections of Market and Ellsworth Streets and Market and Moss <br />Streets, and with Councilman Cole suggesting that the City might, at <br />its own initiative, make some improvements at these intersections in <br />the interest of both traffic and pedestrian safety; <br /> <br />C. On the status of the Branch Street Turnaround Project, now awaiting <br />required preparation of maps (by petitioners) dedicating right-of-way <br />for the turnaround; and <br /> <br />D. On the status of procedures in progress to repair the City's hydro- <br />electric plant and certain of its equipment, in which a failure <br />occurred recently, with this matter to be brougnt back for Council's <br />consideration and/or action as soon as bids are received. <br /> <br />In tentative acceptance of a recommendation from the City's Planning Commission, <br /> <br />Council called for a duly-advertised public hearing to be conducted by Council at <br /> <br />its forthcoming July 14th regular meeting on a petition filed by Mr. & Mrs. Carroll <br /> <br />D. Hinkle seeking the vacating and abandonment of an unimproved portion of Boden <br /> <br />Street, subject to dedication by petitioners of a fifty-foot turnaround (using an <br /> <br />adjacent ten-foot alleyway) and subject to presentation of final maps showing the <br /> <br />abandonment and turnaround (if authorized), properly reviewed and approved by the <br /> <br />City's Engineering Division, followed by recordation thereof. <br /> <br />Upon motion, duly seconded, and carried by a vote of four-to-one (Councilman McClain <br /> <br />voting "No"), Council agreed to support the objections of City Commonwealth's <br /> <br />Attorney J. Randolph Smith, Jr., to the recent decision of the State ,Compensation <br />, <br /> <br />Board in setting the salaries and expenses of Mr. Smith's office for 1987-88. <br /> <br />Council also appointed Councilmen Cole and McClain to consider, as permitted by law, <br /> <br />with the Compensation Board said Board's recent action on Mr. Smith's 1987-88 budget <br /> <br />requests. <br />
