....6 J TUESDAY, JUNE 23~ 1987 Street Underpass (of the Southern Railroad crossing) necessary to provide adequate clearance for truck traffic using Liberty Street, including increased truck traffic to be generated by the proposed Tultex Corporation's distribution center to be constructed on State Route 108 (north of the City), going to and from Tultex Corporation's manufacturing center on Franklin Street. The cost of this project was estimated by City Manager Brown at between $200,000.00 and $300,000.00, 5% of which would be borne by the City, with the remaining State cost of 95% to be charged against the State's allocation to Martinsvi1le for future highway projects; however, Mr. Brown pointed out, this would not affect the status of currently-approved highway projects within the City. The adopted resolution follows: WHEREAS, Tultex Corporation is proposing to expand its industrial facili- ties through the construction of a distribution center in Henry County abutting State Route 108 near the North Corporate Limits of the City; and WHEREAS, the proposed Tultex Corporation expansion is extremely important to the economic development and growth of Martinsville and Henry County, as well as to the State of Virginia; and WHEREAS, certain street and highway improvements situated both in Martins- ville apd Henry County are needed to meet transportation needs resulting from the proposed Tultex Corporation expansion; and WHEREAS, Liberty Street (Route 108) is a vital transportation route between the Tultex Corporation situated in Martinsville and the proposed distribution center; and WHEREAS, the Liberty Street (Route 108) Underpass of the Southern Railroad has a low verticle clearance (12' 10") which is not sufficient to permit truck traffic that will provide service to Tultex Corporation to move through this underpass; and WHEREAS, in accordance with Virginia Department of Transportation construction allocation procedures, it is necessary that a request by Council resolution be made in order that the Department program an urban highway project in the City of Martinsville; now, therefore, BE IT RESOLVED that the Council of the City of Martinsville, Virginia, in regular session assembled, requests the Virginia Department of Transporta- tion to establish an urban system highway project designed to improve the vertical clearance of the Liberty Street Underpass of the Southern Railroad crossing Liberty Street 0.10 miles south of Clearview Drive. The project to consist of elevating the grade of the railroad structure and the approach track as necessary to provide adequate clearance for truck traffic using Liberty Street. This project being designated a Transportation System Management (T.S.M.) project as shown on the 1985 Martinsville Transportation Study.
