<br />TUESDAY, JUNE 23, 1987 <br /> <br />~ <br /> <br />It being reported that Mr. Strother Fulcher has recently sold his property located <br /> <br />on the west side of North Memorial Boulevard, near the City's northwest corporate <br /> <br /> <br />limits, to Melvin L. & Lucille S. Jones (husband and wife), Council unanimously <br /> <br />cancelled a lease agreement between the City and Mr. Fulcher by which, since 1965, <br /> <br />Mr. Fulcher has been permitted to utilize a fifteen-foot strip of land owned by the <br /> <br />City and situated between his property and said North Memorial Boulevard; and, in <br /> <br />addition, Council approved a new-but-similar lease agreement with the new owners, <br /> <br />Mr. & Mrs. Jones, that they might be permitted use of the City's property, for a fee <br /> <br />or charge of one dollar ($1.00) per year, with Mayor Oakes being authorized to <br /> <br /> <br />execute said new lease agreement on behalf of the City. <br /> <br />-"~ <br /> <br />Reviewing the City's 1985 housing rehabilitation program for the Southside area and <br /> <br />reporting that the Council-authorized thirty (30) units for the area should be <br /> <br />completed by the end of 1987, City Manager Brown informed Council of the interest <br /> <br />(on the part of property owners) in rehabilitating ten (10) additional rental units <br /> <br />in the area of Granville/Princeton/Virginia Streets at no direct cost to the City <br /> <br />but at a cost of $10,000.00 each, $5,000.00 of which for each unit would be made <br /> <br />available through the Virginia Housing Development Authority and $5,000.00 per unit <br /> <br />would be matching funds from the owner(s), the result of which would not only <br /> <br />enhance the quality of life in the neighborhood, as well as the taxable valuation of <br /> <br />the properties, but also would reduce from the current 40% to some 30% (or less) the <br /> <br />amount of monthly incomes being paid or to be paid for rents and utility costs. <br /> <br />Upon motion, duly seconded and unanimously carried, Council accepted the City <br /> <br />Manager's recommendation in this regard and authorized a program amendment (for this <br /> <br />purpose) to the City's 1985 Housing Rental Rehabilitation Application. <br /> <br />Upon motion, duly seconded and unanimously carried, Council adopted a resolution <br /> <br />which requests the Virginia Department of Transportation to establish an urban <br /> <br />system highway project designed to improve the vertical clearance of the Liberty <br />
