<br />-, <br />/ <br /> <br />- <br /> <br />- <br /> <br />TUESDAY, APRIL 21, 1987 <br /> <br />for 1987-88 is estimated by the School Board at $4,785,000.00, <br />reflecting an increase of some $61,000.00 over the 1986-87 budgeted <br />net local cost. <br /> <br />Supplementary data presented by the School Board included (1) 1986-87 beginning <br /> <br />teacher salaries for Martinsville and neighboring school divisions, (2) the 1986-87 <br /> <br />teacher salary scale, (3) the proposed 1987-88 teacher salary scale, (4) certified <br /> <br />teacher costs, (5) annual debt service requirements, and (6) pupil-student member- <br /> <br />ship and enrollment, with the last-named document indicating a "leveling off" in <br /> <br />average daily membership at near 3,000 students, when in 1965-66 there was an <br /> <br />average daily membership of 4,986 students. In concluding the Board's presenta- <br /> <br />tions, Chairman Carter expressed his opinion that the inability of the City to annex <br /> <br />territory and property from Henry County has adverse effects upon the City and the <br /> <br />School System, particularly upon revenues. In response to a query from Councilman <br /> <br />McClain, Chairman Carter indicated that the School Budget requests for 1987-88 might <br /> <br />be reduced by 3%, in keeping with Mr. McClain's objective of reducing all 1987-88 <br /> <br />budget requests, where Possible, by 3% to avoid a tax increase and/or to preserve <br /> <br />fund surplus balances. <br /> <br />Other agencies (with their representatives/spokesmen shown here in parentheses) <br /> <br />appearing before Council in regard to their respective financial support requests of <br /> <br />the City for 1987-88 were: <br /> <br />1. The Probation section of Juvenile and Domestic Relations Court (Mr. <br />Jan Reed, who indicated that the initial sum requested for 1987-88 for <br />Detention Home Expense, because of procedural changes and other <br />considerations, may now be reduced by the sum of $3,000.00); <br /> <br />2. The Anchor Houses (Mr. Curtis Nolan, Executive Director); <br /> <br />3. The City's Department ;f Social Services (Mrs. Pat Conrad, Director, <br />and Dr. James E. Rountree, Board Chairman); <br /> <br />4. The Henry-Martinsville Health Department (Mr. Earl Jones, Business <br />Manager, and Dr. Elizabeth Roycroft, Director, who indicated some <br />favorable adjustments to the Department's initial 1987-88 budget <br />request); <br />
