<br />16 <br /> <br />TUESDAY, APRIL 21, 1987 <br /> <br />A special and duly-called meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor L. D. Oakes presiding, was held Tuesday, April 21, 1987, in the <br /> <br />Council Chamber, City Hall, beginning at 1:30 P.M, for the purpose of considering <br /> <br />City Manager Brown's recommended City Budget for the fiscal year beginning July 1, <br /> <br />1987, and for the purpose of discussing with various agencies, boards, and officers <br /> <br />their 1987-88 budget requests, as set forth in said recommended budget. With the <br /> <br />exception of Councilman William C. Cole, Jr., who was away from the city, all <br /> <br />members of Council were present, viz., L. D. Oakes, Mayor; Clyde L. Williams, <br /> <br />Vice-Mayor; Alfred T. Groden; and Allan McClain. <br /> <br />After the invocation, Mayor Oakes' cordial welcome, and the stating of the purpose <br /> <br />of this meeting, the Martinsville City School Board (all of whose members were <br /> <br />present, viz., Mrs. Stone and Messrs. Brugge, Carter, Edwards, and Jones), through <br /> <br />its Chairman, Mr. Worth H. Carter, Jr., discussed with Council the more important <br /> <br />facets of the School Board's projected income and expenditures for 1987-88 and, <br /> <br />also, presented the following exhibits and schedules relating thereto: <br /> <br />A. Significant Characteristics of the Proposed 1987-88 School Budget - <br />noting that, except for an increase in debt service and the addition <br />of computers for the instructional program, there are no unusual <br />increases in non-personnel items in the budget; <br /> <br />B. Distribution of Personnel - reflecting a 1987-88 deletion of ten <br />instructional positions (from 182 to 172); <br /> <br />C. Guidelines for Receipt of 1987-88 "Transitional Payments by Local <br />School Divisions" - with the State mandate for 1987-88 (I.e., an <br />average salary for teachers of $26,897.00) to be met by increasing <br />teacher salaries by 7.5%; <br /> <br />D. School Revenue for 1986-87 and 1987-88 - for 1986-87, there will be <br />$85,000.00 more received that is now projected in the Manager's <br />proposed budget for 1987-88, and probably--but unknown at this time-- <br />more revenue for 1987-88 than is now projected; <br /> <br />E. Proposed Usage of Portion of 1986-87 Appropriation Ba~ances; and <br /> <br />F. Comparison of Income and Expenditures (Budgets) for the Years 1978-79 <br />through Projected 1987-88 and of "Local Net Costs" for those years - <br />this exhibit also included Per-Pupil-Costs and Average Daily Member- <br />ships for those years, plus other data of interest.
