<br />483 <br /> <br />TUESDAY, MARCH 10, 1987 <br /> <br />In accordance with the requirements of subsections (a)(l) and (a)(6) of Section <br /> <br />2.1-344 of the CODE OF VIRGINIA (1950, and as amended), and upon motion, duly <br /> <br />seconded and unanimously carried by a recorded vote, Council convened into an <br /> <br />Executive Session to (1) consider nominees for appointment and/or reappointment to <br /> <br />various boards and commissions and (2) to consider two legal matters in consultation <br /> <br />with City Attorney Worthy. At the conclusion of this Executive Session, Council <br /> <br />reconvened into regular session and, upon motions, duly seconded and unanimously <br /> <br />,- <br /> <br />carried, took the following actions: <br /> <br />(A) appointed Mr. John H. Mitchell to membership on the City's Transpor- <br />tation Safety Commission for the remainder of a four-year term which <br />ends December 31, 1990; <br /> <br />(B) reappointed Mayor Oakes to the Board of Directors of the New River <br />Regional Police Academy for a one-year term expiring March 31, 1988; <br /> <br />(C) reappointed Mr. Oakley H. Fitzgerald to membership on the Dan River <br />VASAP Executive Board for a three-year term beginning April 14, 1987; <br />and <br /> <br />(D) authorized City Attorney Worthy to reply negatively to the <br />Martinsville Bulletin's recent request for a copy of the report of a <br />special audit on the City's Prison Farm, as prepared last year by <br />Ford, Hogg, & Cobbe, Certified Public Accountants. <br /> <br />Mayor Oakes then declared this meeting adjourned. <br /> <br />......J ;:.......~.,.,.,J,. Brown, City Manager <br /> <br />SUBJECT: <br /> <br />Report and Recommendation Covering Color Removal from Wastwater <br />Entering the City's Treatment Plant <br /> <br />During City Council's February 24, 1987, meeting I reminded Council that <br />the issuance of a permit by the State Water Control Board to expand the <br />City's Wastewater Treatment Plant from 6 million gallons per day (mgd) to 8 <br />mgd was conditioned upon the City having in place and operative the neces- <br />sary facilities and equipment to remove color from wastewater entering the <br />
