<br />32 <br /> <br />TUESDAY, MARCH 10, 1987 <br /> <br />housing rehabilitation program projects, as recommended by City Manager Brown and as <br /> <br />set forth in his March 4th written report made a part of these minutes as an <br /> <br />addendum thereto. <br /> <br />In response to Councilman Cole's recent inquiry relating to permits and fees <br /> <br />required by the City's Fire Department in connection with the Department's inspec- <br /> <br />tions of various places and types of businesses, City Manager Brown reported that <br /> <br />the most effective method of enforcing the City's Fire Code (which is the BOCA Code <br /> <br /> <br />as adopted in 1982) is through a procedure which requires permits for the opera- <br /> <br /> <br />tions, handling, storing, and/or manufacturing of volatile materials or substances. <br /> <br />Mr. Brown noted that such permits, for which one-time fees of $10.00 each are <br /> <br />charged, are issued after inspections are made and compliance(s) with the City's <br /> <br />Fire Code are assured and, though they generate little revenue, tend to strengthen <br /> <br />the system. In addition, Mr. Brown recommended that the current Code provisions be <br /> <br />retained as well as the $10.00 permit fee. Mr. Ken Mason, owner-operator of Mason & <br /> <br />Son Garage, along with Mr. Bob Sirt, owner-operator of Sirt's Auto Repair, appeared <br /> <br />before Council and registered objections to the Code provision requiring the inspec- <br /> <br />tion permit, not because of the fee attached but to the permit itself and to the <br /> <br />advance letter being set out by the Fire Marshal. On the other hand, Mr. Mason not <br /> <br />only expressed appreciation of the Fire Department and its service to the City but <br /> <br />also commended the Fire Department for its fire prevention program and its protec- <br /> <br />tive services. Present at this meeting and explaining the Code requirements <br /> <br />regarding inspections and procedures were Mr. John Lloyd Gregory, Fire Chief, and <br /> <br />Mr. Robert Hopkins, Fire Marshal. After some discussion of the permit requirement <br /> <br />and the current procedure pertaining thereto, Council asked City Manager Brown to <br /> <br />study this matter as well as certain suggestions offered and to report to Council <br /> <br />thereon. <br /> <br />
