<br />C!s: <br /> <br />TUESDAY, MARCH 10, 1987 <br /> <br />/~-. <br /> <br />the condition that no additional fees or costs are to be imposed upon the City of <br /> <br />Mar tins ville . <br /> <br />- <br /> <br />In connection with the authorized expansion of the City's wastewater (sewage) treat- <br /> <br /> <br />ment plant from six million gallons per day to eight million gallons per day, City <br /> <br />Manager Brown reminded Council that a permit therefor from the State Water Control <br /> <br />Board requires that the City have in place and operative the necessary facilities <br /> <br />and equipment to remove color from wastewater entering the City's plant to a level <br /> <br /> <br />which, by January 1, 1989, .will meet standards established (or to be established) by <br /> <br /> <br />both the Environmental Protection Agency (EPA) and the Virginia Water Control Board <br /> <br /> <br />(VWCB). Also, in connection therewith, Mr. Brown reported that, as result of <br /> <br />meetings with the staffs of the VWCB and the State Health Department, it has been <br /> <br />agreed that studies would be undertaken by the City, concurrently with the construc- <br /> <br />tion work required for the plant expansion, to insure that plans and specifications <br /> <br />be prepared as soon as possible to meet the target date of January 1, 1989, for <br /> <br />completion of construction of the color removal facilities. Estimated cost, as <br /> <br />revised by City Manager Brown, for the proposed studies was set at $98,500.00, <br /> <br />which--upon Mr. Brown's recommendation--Council agreed to appropriate from the Sewer <br /> <br />Fund. In so doing, members of Council urged that local industries (which are the <br /> <br />primary contributors to the color problems) be kept apprised of on-going develop- <br /> <br />ments. (Note: Mr. Brown's written report on this subject is made a part of these <br /> <br />minutes as an addendum thereto.) <br /> <br />.,- <br /> <br />After viewing color slides of a number of homes before and after improvements made <br /> <br />under the City's housing rehabilitation program, as presented by Mrs. Becky Miller, <br /> <br />Housing Services Supervisor, and after Vice-Mayor Williamsv suggestion that Mayor <br /> <br />Oakes issue a proclamation designating the week of April 11th-18th, 1987, as Commu- <br /> <br />nity Development Week, Council unanimously approved modifications in the current <br />
