<br />:Sq <br /> <br />TUESDAY, MARCH 10, 1987 <br /> <br />City's Treatment Plant to a level meeting standards established by the <br />Environmental Protection Agency (EPA) and the Virginia Water Control Board <br />(VWCB) by January 1, 1989. <br /> <br />During meetings with the staffs of the VWCB and State Health Department <br />regarding our efforts to obtain the permit to expand the City's Plant it <br />was agreed that studies would begin and be conducted concurrently with the <br />construction work required in connection with the Plant expansion to insure <br />that plans and specifications could be prepared as soon as possible to meet <br />the January 1, 1989, target date for completion of construction of the <br />color removal facilities. <br /> <br />The Administration, through our consultant (Wiley & Wilson), has been <br />performing research, analysis and studies related to this problem. A pre- <br />liminary report and recommendation has been prepared regarding the proposed <br />color removal project. A copy of this report and recommendations is <br />attached for Council's information and use. A time-phase schedule for <br />implementing this project is being prepared and will be reviewed when this <br />matter is discussed during the Council meeting. <br /> <br />As you will note, our next major phase of the project is the pilot <br />studies. We feel that this segment of the overall design of the color <br />removal facilities is extremely important and is vital to the proper <br />selection of the process or processes that will be the most cost effective <br />in removing the color from wastewater entering the City's Plant. We have <br />discussed this matter with the three industries that discharge large <br />volumes of dye waste into the City's system--these being Tultex, Pannill <br />Knitting and Bassett-Walker Knitting. A copy of the report has been given <br />to them for their use. The information in the report will be useful to <br />these industries in their evaluation of the color removal problem as it <br />relates to possible pretreatment of their wastewater or possible changes in <br />types of dyes now in use as compared to the process or processes that the <br />City will have to use to remove color from wastewater originating at these <br />industries. <br /> <br />I might add that a staff member of the Henry County Public Service <br />Authority (HCPSA) met with the City staff and our consultant for a briefing <br />on the report since the HCPSA will be participating in the project as set <br />forth in the 1974 Agreement between the City and HCPSA covering the con- <br />struction and operations of City/County Wastewater Facilities. <br /> <br />I wish to state that the information and cost estimates are preliminary and <br />could change as a result of the proposed pilot study. <br /> <br />We recommend that Council authorize this important study. The cost of <br />which, including the Consultant's fee and laboratory technician, is esti- <br />mated to be no greater than $127,000.
