<br />72 <br /> <br />TUESDAY, FEBRUARY 24, 1987 <br /> <br />Regardless of the newspaper article, I do not believe that any real thought <br />has been given to the abandonment of the Third Plant plan. Color removal <br />will be costly, however, if we are to grow and develop we must provide for <br />full treatment of wastewater and color removal is a necessity and the <br />proposed Third Plant is, in my opinion, essential to the treatment of <br />wastewater originating in the City and County. <br /> <br />I contend, however, that the cost of color removal is a basic responsi- <br />bility of the contributing industries whether removed by pretreatment by <br />the industries involved or by the PSA/City plants with the cost being <br />passed on to the contributing industries or businesses. <br /> <br />In view of the progress being made with EPA with respect to the color <br />standards, I would suggest that the appointment of a Task Force be delayed <br />at this time, with the stipulation that this situation be monitored closely <br />and if the situation is not resolved shortly to the satisfaction of the <br />County and City that the formation of a Task Force be considered for the <br />purpose of assisting in resolving the matter. <br /> <br />We feel confident at this time that the Federal and State agencies will <br />approve a standard that is acceptable and financially feasible to imple- <br />ment. I wish to again state that I do not believe that the Third Plant <br />plan is in any way in jeopardy at this time and I do not see how any <br />consideration can be logically given to the elimination of the Third Plant <br />if the area is to continue to grow and develop. The statements made in the <br />newspaper were probably made for the purpose of getting a point across to <br />Federal and State agencies with respect to the negative impact that <br />strenuous color standards would have on future industrial and economic <br />development of the area. <br /> <br />Councilman Cole, expressing willingness to accept the proposition that the Henry <br /> <br />County Public Service Authority will construct a "third" treatment plant, inquired <br /> <br />as to (1) how closely is the City working with the PSA toward keeping "things <br /> <br />moving" and (2) what is there being done to solve the "red water" problem. In so <br /> <br />inquiring, Mr. Cole suggested that not only industry as well as private citizens be <br /> <br />brought in to help solve treatment problems but also (that) a "Clean Water <br /> <br />Commission" be established. Councilman Cole also observed that the City's drinking <br /> <br />water appears to be not as good as it has been in the past. City Manager Brown <br /> <br />apprised Council of on-going efforts to achieve color removal, particularly in <br /> <br />expectation of more restrictive standards to be imposed on the City upon the renewal <br /> <br />of its present permit (to expire in January of 1989), which efforts now include the <br /> <br />proposed installation of a "pilot plant study" at the City's treatment plant for the <br /> <br />purpose of ascertaining the most effective and most efficient method of removing <br />
