<br />TUESDAY, FEBRUARY 24, 1987 <br /> <br />By report dated February 19, 1987, the Planning Commission recommended--for <br /> <br />Council's approval--a petition filed by Multitrade Group, Inc., and as enlarged by <br /> <br />the Commission, seeking the rezoning from M-1 Industrial to M-2 Industrial those <br /> <br />certain properties in the area bounded on the east by Lester Street, on the south <br /> <br />and southwest by Norfolk and Southern Railway (formerly Carolina & Northwestern <br /> <br />Railway) right-of-way, and on the north by property owned by Lester Lumber Company, <br /> <br />Inc., and/or The Lester Group. By a vote of four-to-zero (Councilman McClain <br /> <br />abstained because of a possible conflict of interest), Council called for a <br /> <br />duly-advertised public hearing to be conducted on this proposal at Council's <br /> <br />forthcoming March 10th regular meeting. The record notes that said properties <br /> <br />represent the site of Multitrade Group's proposed steam-generating plant and a <br /> <br />source of electric energy, the purchase of which by the City is now under <br /> <br />consideration. <br /> <br />In response to an inquiry from the Virginia Municipal League, Council nominated--for <br /> <br />reappointment to the League's policy committees for the coming year--the same <br /> <br />members of Council and other City officials who served during the 1986 year. <br /> <br />Responding to Councilman Cole's concerns and request set forth in his February 9th <br /> <br />,..-. <br /> <br />memorandum (made a part of the minutes of Council's February 10th meeting), <br /> <br />pertaining to local sewage treatment problems, City Manager Brown presented the <br /> <br />following written report: <br /> <br />I share Councilman Cole's concern regarding "red water", particularly as it <br />relates to the proposed wastewater treatment plant to be located at the <br />confluence of Marrowbone Creek, which has been commonly referred to as the <br />Third Plant. This is a very important facility from a point of view of <br />future treatment of waste generate~ in the general area. <br /> <br />We are very concerned with the color standards that will be promulgated and <br />approved by the Environmental Protection Agency (EPA) which could affect <br />the cost of local wastewater treatment facilities. A meeting was held in <br />Richmond (after the article appeared in the local paper) which was attended <br />by Federal, State, and local officials. It is now our feeling that EPA <br />will approve a standard acceptable to all concerned. We are now awaiting <br />their official action on the matter. <br /> <br />471 <br />
