70

TUESDAY, FEBRUARY 24, 1987
I

support of--and assistance to--the Police Department and its law enforcement efforts

over a period of forty-three years.

In acceptance of a recommendation from the Martinsville Planning Commission, Council

unanimously authorized a modification of a Special-Use Permit authorized June 11,

1985, to HABCO Construction Company to allow for the placement of a swimming pool

beside sixteen apartment units HABCO has completed or has under construction at the

end of Crescent and Wood Streets, near Greyson Street, on a site previously

"earmarked" for a four-unit apartment building. Representing HABCO was Mr. Wallace

Allen Adams, of the firm Adams & Hylton, t/a HABCO Construction Company.

By report and recommendation dated February 20, 1987, the Planning Commission

informed Council that it recommends for Council's approval an application for a

Special-Use Permit, recently filed by HABCO Construction Company (represented by Mr.

Wallace Allen Adams), seeking a new permit to replace the aforementioned permit

issued June 11, 1985, whereby--with additional land having been acquired by appli-

cant in the area of Crescent and Wood Streets--HABCO will be allowed to construct 32

townhouses and 32 apartment units on property located at the end of Crescent and

Wood Streets and on the west side of Greyson Street in lieu of the 63 apartment

units specified in the permit authorized June 11, 1985. Conditions attached to the

Planning Commission's recommendations would require that a turnaround be provided

(on either public or privately-owned land) at the end of Crescent Street and that a

five-year time frame be placed on the project (from date of issuance of the proposed

new permit), with the understanding that the 1985 permit would be revoked if the new

permit is issued. In tentative acceptance of the Planning Commission's recommen-

dation, Council called for a duly-advertised public hearing to be conducted on

HABCO's new application at Council's forthcoming March 10th regular meeting.
