Mr. Bartlett said he would not recommend <br /> <br /> <br />it because your total costs would increase by having to pay additional interest. <br /> <br /> <br />Council Member Clark mentioned the use of real estate taxes to fund the <br /> <br /> <br />schools when most citizens that pay real estate taxes do not have children in <br /> <br /> <br />the system and the possibility of increasing the personal property tax. Mr. <br /> <br /> <br />Bartlett said that an increase in the personal property would have an impact <br /> <br /> <br />on businesses. <br /> <br />Council Member Roop expressed his support again of Council seeking a <br /> <br />new revenue source by trying to purchase the cable system. He also indicated <br /> <br />that we need to complete the reversion study in the coming year and let the <br /> <br />citizens decide what they want to do. He would also like to see a five percent <br /> <br />reduction in the school and general fund budget and completely eliminate any <br /> <br />increase in the real estate tax. That reduction should also include outside <br /> <br />agencIes. He also indicated taking more out of the fund balance to leave a <br /> <br />projected balance of $7 million. <br />Council Member Ferrill suggested that we pass on the entire electric rate <br /> <br />increase or at least more than the ten percent and put more into the Good <br /> <br />Neighbor Fund to help those that need assistance with their bills. Council <br /> <br />Member Roop expressed his concern in hurting small businesses in the city <br /> <br />with such an increase. <br /> <br />City Manager Collins indicated that about 80 percent of the funds to <br />outside agencies could not be reduced. <br />
