<br />May 18, 2006 <br /> <br />A budget work session of the Council of the City of Martinsville, Virginia, <br /> <br /> <br />was held on May 18, 2006, in Council Chamber, Municipal Building, beginning <br /> <br /> <br />at 2:30 P. M., with Vice Mayor Kimble Reynolds, Jr. presiding. Council <br /> <br /> <br />Members present included: Kimble Reynolds, Jr., Vice Mayor; and Council <br /> <br /> <br />Members James W. Clark, J. Ronald Ferrill, and Terry L. Roop. Council <br /> <br /> <br />Members Elect Kathy C. Lawson and Mark T. Anderson were also present. <br /> <br />Mayor Joseph R. Cobbe was absent. <br /> <br />Vice Mayor Reynolds opened the meeting, announced the next budget <br /> <br />work seSSIOn schedule and then turned the meeting over to City Manager <br /> <br />Collins. <br /> <br />Mr. Collins again reviewed the first part of his budget presentation and <br /> <br />indicated that since the presentation that he and Wade Bartlett, Finance <br /> <br />Director, having been trying to come up with some other options for Council to <br /> <br />consider, but there are not many unless we cut services or staff. Council was <br /> <br />presented with two scenanos representing various cuts, delays and <br /> <br />adjustments. Mr. Collins mentioned a third option of waiting until we know <br /> <br />about the cable purchase by delaying the increases in the sewer, water and <br /> <br />.- <br /> <br />refuse until January 1 with the understanding that if we are not successful in <br /> <br />getting the cable system, that those items would be increased January 1,2007. <br /> <br />Capital improvement items could also be delayed until January 1. <br />
