May 18, 2006

School Superintendent Kizner made brief comments about the $1.7

million increased funding the schools are to receive from the state.

Vice Mayor Reynolds asked about the outstanding delinquent taxes owed

to the city and Wade Bartlett estimated the total was around $1 million.

Council Member Ferrill questioned if we should be more aggressive in our

collection efforts. At that point, Pat Conrad, Treasurer, joined the meeting and

gave a brief summary of prior collection efforts. She indicated that about

$400,000 is real estate and $300,000 or so is personal property. Council

requested that she categorize the delinquencies by amount and age and give a

report back to Council for further review.

Commissioner of the Revenue Ruth Easley mentioned that there would

be a new reassessment next year. The state mandates that we do one every

four years, but we currently do one every two. She has been asked about doing

an annual assessment, but there would be some costs involved to do so.

Currently 18 out of 39 cities do annual assessments.

After further discussion and questions, Vice-Mayor Reynolds asked

Council how they wanted to go forward with the budget. Mr. Collins indicated

that he and Mr. Bartlett would go through it again and bring back suggestions

to Council at their next meeting. He asked that the work session originally

_.

scheduled for Monday, May 22, be cancelled because Mr. Bartlett will be

unable to attend and that they continue the review following the regular

meeting on Tuesday evening. Council agreed.

Council Member Ferrill left the meeting at 4: 19 P.M.
