<br />April 11, 2006 <br /> <br />Eric Monday, City Attorney, presented a summary of two options for <br /> <br />Council to consider for collection of the revenue previously provided by the sale <br /> <br />of city decals. One option is to add the license fee as a separate item on the <br /> <br />personal property bill and another option is to increase the personal property <br /> <br />tax rate. Council also needed to decide if they wanted to increase the current <br /> <br />fees and the effective date. Pat Conrad, Treasurer, suggested the effective date <br /> <br />of October 1, 2006. After questions and discussion, Council Member Roop <br /> <br />made a motion to add the license fee as a separate item on the personal <br /> <br />property bill, that the fee remain the same and the effective date be October 1, <br /> <br />2006; the motion was duly seconded and carried by the following vote, all <br /> <br /> <br />members voting: Vote: 4-1. Yeas: (4) Cobbe, Reynolds, Roop, Clark. Nays: (1) <br /> <br /> <br />Ferrill. Mr. Monday will prepare the necessary Ordinance to amend the City <br /> <br /> <br />Code and bring it back to Council for action. <br /> <br />Council discussed a Resolution approvmg the West Piedmont Regional <br /> <br /> <br />Hazard Mitigation Plan. Bob Phillips, Safety Officer, gave a brief explanation <br /> <br /> <br />and the item will be placed on the next agenda. <br /> <br />.- <br /> <br />Council next discussed a Resolution in support of joining the National <br /> <br />League of Cities "Partnership for Working Toward Inclusive Communities" <br /> <br />program. Vice Mayor Reynolds gave an overview of the program and Wayne <br /> <br />Knox, Director of Community Development, explained how the program <br /> <br />supports the initiative already underway as we go from neighborhood to <br />
