Nays: (0) <br /> <br />None. <br /> <br />RESOLUTION <br /> <br />CONFIRMING THE DECLARATION OF A LOCAL EMERGENCY AND CONFIRMING <br />THE EMERGENCY POWERS OF THE ASSISTANT CITY MANAGER AS DEPUTY <br />DIRECTOR OF EMERGENCY MANAGEMENT <br /> <br />WHEREAS, the Council of the City of Martinsville, Virginia finds that a power interruption to the <br />Martinsville-Henry County E 9-1-1 Center, occurring on March 11, 2006, resulted in the temporary loss <br />of 9-1-1 service; and <br /> <br />WHEREAS, due to the nature of the emergency, the City of Martinsville activated essential personnel and <br />deployed resources for the purposes of public notification, preservation of public safety, and restoration of <br />9-1-1 service; and now, therefore <br /> <br />BE IT RESOLVED by the City Council of the City of Martinsville, Virginia, in regular session <br />assembled March 14, 2006, that it concurs in the declaration of local emergency originally submitted by <br />the Assistant City Manager under his authority as the City's Deputy Director of Emergency Management <br />in accordance with Virginia Code Section 44-146.21; and <br /> <br />BE IT FURTHER RESOLVED by the City Council of the City of Martinsville, Virginia that the City <br />Manager or Assistant City Manager is authorized to execute necessary applications for Federal and/or <br />State disaster recovery funding, if applicable, for reimbursement, repairs, and/or mitigation due to the <br />aforementioned condition. <br /> <br />Council next heard an update from the Martinsville-Henry County <br /> <br />Economic Development Corporation. Jim Barnett, the City's representative on <br /> <br />- <br /> <br />the Board, introduced Mark Heath, the new President and CEO. <br /> <br />Mark Heath brought Council up to date indicating that there are <br /> <br />currently 15 active prospects-three directly with the City and four at the <br /> <br />shared sites in the Patriot Center. He mentioned other items that he felt were <br /> <br />important as he began his job as President such as making a bolder statement <br />
