<br />.., :.-. <br />" <br /> <br />March 14, 2006 <br /> <br />The issue of the city decal was brought back to Council for <br /> <br />reconsideration. <br /> <br />Dan Collins, City Manager, indicated that he, the <br /> <br />Commissioner of the Revenue, Police Chief and Treasurer had met and <br /> <br />unanimously agreed that the requirement to display a paper decal should be <br /> <br />eliminated next year and the vehicle license fee will be included on the annual <br /> <br />personal property tax bill. A permanent decal will be designed and made <br /> <br />available on a voluntary basis for those citizens who wish to display them. <br /> <br />After questions by Council and comments by Ruth Easley, Commissioner of the <br /> <br />Revenue, Council Member Roop made a Motion to approve the elimination of <br /> <br />the requirement to display a paper decal and directing the City Attorney to <br /> <br />proceed with the necessary amendments to the City Code; the motion was duly <br /> <br />seconded and carried by the following vote, all members voting: Vote: 5-0. <br /> <br />Yeas: (5) Cobbe, Reynolds, Roop, Ferrill, Clark. Nays: (0) None. <br /> <br />Council considered the need to adopt a Resolution confirming declaration <br /> <br />of a local emergency and powers of the Deputy Director of Emergency <br /> <br />Management. Clarence Monday, Deputy Fire Chief, explained that on March <br /> <br />11, 2006, there was a power failure at the 9-1-1 Center and because of the <br /> <br />nature of the emergency, Wade Bartlett, Assistant City Manager, had to declare <br /> <br />a local state of emergency in order to activate essential personnel and deploy <br /> <br />necessary resources. By State Code, City Council is required to formally <br /> <br />confirm the declaration at their next regular scheduled meeting. Council <br /> <br />members expressed their appreciation for the quick response by all the city <br />
