<br />J~ : <br /> <br />January 24, 2006 <br /> <br />A Resolution in Support of the <br />Virginia First Cities 2006 Legislative Agenda <br /> <br />Whereas, the Virginia First Cities organization was established in 1998 to address the needs of Virginia's <br />older core cities and promoting those needs in the Virginia state government; and <br /> <br />Whereas, Virginia First Cities represents older, central cities which are home to a disproportionately high <br />segment of the Commonwealth's lower income residents who have a greater need for public services; and <br /> <br />Whereas, Virginia First Cities represents also the infrastructure and human resources vital for the <br />Commonwealth's economic health and expansion; and <br /> <br />Whereas, Virginia First Cities has been instrumental III developing and advocating legislation that <br />addresses those needs; and <br /> <br />Whereas, the Virginia First Cities legislative agenda for 2006 calls for: <br /> <br />I. a realignment of state policies and funding formulas to reduce disproportionate <br />economic, fiscal and demographic stresses and disparities on Virginia's fiscally stressed <br />cities; <br /> <br />II. full state funding of the Commonwealth's responsibilities for the education of all <br />students, for public safety, human services and transportation; <br /> <br />III. active promotion of the Commonwealth of conditions to encourage the economic health <br />of cities through employment, neighborhood redevelopment and revitalization of <br />commercial areas; and <br /> <br />N. maintenance of existing local taxing authority. <br /> <br />Now therefore be it hereby resolved that Martinsville City Council, in regular session on January 24, <br />2006 finds the 2006 legislative agenda of Virginia First Cities to be consistent with the priorities and <br />needs of the city; and <br /> <br />Be it hereby further resolved that the Martinsville City Council endorses the 2006 legislative agenda of <br />Virginia First Cities. <br /> <br />Council next conducted a public hearing to solicit public input on local <br /> <br />community development and housing needs m relation to Community <br /> <br />Development Block Grant (CDBG) funding for the Cherry Street project in the <br /> <br />community. <br />
