<br />i ,~. <br /> <br />July 26, 2005 <br /> <br />Vote: 5-0. <br />Yeas: (5) Cobbe, Reynolds, Roop, Ferrill, Clark. <br />Nays: (0) None. <br /> <br />Council next considered the need to conduct a public hearing and <br /> <br />consider approving a special use permit on a request by the Barrows Mill <br /> <br /> <br />Housing, Inc. for property at 1026 Barrows Mill Road in the City of Martinsville <br /> <br /> <br />Wayne Knox, Director of Community Development reviewed the request <br /> <br /> <br />that has already been approved by the Planning Commission, which is subject <br /> <br /> <br />to five conditions relating to vegetation, landscaping, design changes, signage <br /> <br /> <br />and storm management. He indicated that the John H. Wellons Foundation is <br /> <br />the sponsor and that two representatives were in attendance to answer any <br /> <br />questions. Council Member Ferrill expressed concern about the mature <br /> <br />vegetation and making sure it is attractive. <br /> <br /> <br />Matthew Riley, architect with Enoch Engineers, reviewed the landscape <br /> <br /> <br />plan, which includes decorative trees as barrier and will be maintained by the <br /> <br /> <br />property owner. He reviewed site and building plans and answered additional <br /> <br />questions. Scott A. Redinger, representing the Wellons Foundation, also <br /> <br />answered questions concerning individuals who will qualify to live in the <br />facility. <br />Mayor Cobbe opened the Public Hearing. There were no speakers, and <br /> <br /> <br />the Public Hearing was closed. Council Member Roop moved to approve the <br /> <br /> <br />special use permit subject to the conditions contained in the Planning <br />
