<br />d <br /> <br />June 13, 2005 <br /> <br />Robert R. Collins, City Manager, briefly reviewed items to be considered at the <br />regular meeting on June 28, 2005. <br />Council received a presentation of the quarterly neighborhood focus report for <br />the Westside area. <br />Council considered further update and discussion on a recent jail study and <br />proposal submitted by Pittsylvania County. City Manager Collins reviewed such <br />proposal and recommended declining the offer. Steve Draper, Sheriff, agreed. By <br />general consensus with no vote taken, Council agreed to decline Pittsylvania County's <br />offer and initiate discussion with the Counties of Henry and Patrick. <br />Council considered discussion of a proposed utility bills assistance program <br />(Good Neighbor Fund) and adoption, on first reading, of Ordinance 2005-6 adding <br />Sections 2-25 and 2-26 to the City Code. Council Member Roop moved to adopt, on <br />first reading, such Ordinance; the motion was duly seconded and carried by the <br />following roll call vote, with all members voting: Vote 5 - 0; Yeas (5) - Clark, Cobbe, <br />Ferrill, Reynolds, Roop; Nays (0) - None. <br />Council considered approving amendments to the City's Flexible Spending <br />Account Summary Plan Description. Iris Read, Human Resources Manager, reviewed <br />the proposed amendments. Council Member Roop moved to approve such <br />amendments; the motion was duly seconded and carried by the following vote, with all <br />members voting: Vote 5 - 0; Yeas (5) - Clark, Cobbe, Ferrill, Reynolds, Roop; Nays (0) <br />- None. <br />Council received a presentation by the City's financial advisor and considered <br />adoption of an Initial Ordinance and setting a public hearing for July 12, 2005, for <br />
