<br />May 24,2005 <br /> <br />requirements of public necessity, convenience, general welfare and <br />good zoning practice, that the Zoning Map of the City of <br />Martinsville, Virginia, be-- and is hereby -- amended to the extent <br />that 603 Starling Avenue, Parcel 43 (8) 10, on the Zoning Map of <br />the City of Martinsville is hereby rezoned from R-6 Residential to P- <br />2 Professional. <br />BE IT FURTHER ORDAINED by said Council that, an emergency <br />existing, this ordinance shall be in force immediately upon adoption. <br /> <br />Council considered conducting a public hearing for the purpose of <br /> <br />receivinglinterviewing citizens interested in appointment for two three-year positions <br /> <br />beginning July 1, 2005, to the City's School Board. Mayor Cobbe declared the public <br /> <br />hearing open. The following citizens presented for consideration: Craig Dietrich, of <br /> <br />1227 Lanier Road; James H. Johnson, Jr., of 1507 White Oak Court; and Nancy L. <br /> <br />Baker, of 919 Hunting Ridge Road. Mayor Cobbe declared the public hearing closed. <br /> <br />Council considered conducting a public hearing relative to the proposed real <br /> <br />property tax increase resulting from the recent real property reassessment. The Board <br /> <br />of Equalization has completed its work and made adjustments to properties, resulting in <br /> <br />a 5.25% increase in the assessed value that the Commissioner of the Revenue booked <br /> <br />for the current fiscal year in September 2004. Mayor Cobbe declared the public hearing <br /> <br />open. Ray Dietz, of 1250 Lanier Road, spoke in opposition. Chris Koumparakis, of <br /> <br />Farmbrook Road, Ridgeway, spoke. Mayor Cobbe declared the public hearing closed. <br /> <br />Council considered conducting a public hearing and adopting, on first reading, <br /> <br />various ordinances related to the City's FY06 budget. Mayor Cobbe declared the public <br /> <br />hearing open. Former Mayor George Adams, of 1711 Mulberry Road, presented a <br /> <br />historical budget review. Mr. Koumparakis spoke. Mayor Cobbe declared the public <br /> <br />hearing closed. Council Member Ferrill moved to adopt, on first reading, Ordinance <br /> <br />2005-1 amending Appendix A of the City's Terms and Conditions for Electric Service; <br />
