<br />'.:1, , <br /> <br />May 24, 2005 <br /> <br />A regular, monthly meeting of the Council of the City of Martinsville, Virginia, was <br /> <br />held on May 24, 2005, in Council Chamber, Municipal Building, beginning at 7:30 P. M., <br /> <br />with Mayor Joe Cobbe presiding. Council Members present included: Joseph R. <br /> <br />Cobbe, Mayor; Kimble Reynolds, Jr., Vice Mayor; and Council Members James W. <br /> <br />- <br /> <br />Clark, J. Ronald Ferrill, and Terry L. Roop. <br /> <br />Following the invocation by Council Member Roop and Pledge to the American <br /> <br />Flag, Mayor Cobbe welcomed everyone to the meeting. <br /> <br />Council received a presentation concerning a joint marketing effort with Piedmont <br /> <br />Arts Association, Patrick Henry Community College, Reynolds Homestead, Carlisle <br /> <br />School, and the Virginia Museum of Natural History. Crystal France, PAA Marketing <br /> <br />Director, stated that these organizations have partnered to develop a Summer Classes <br /> <br />brochure which offers a listing of educational opportunities for youth. <br /> <br />Council considered conducting a public hearing and approving an ordinance on a <br /> <br />request by Diane Bowden to rezone property located at 603 Starling Avenue from R-9 <br /> <br />Residential to P-2 Professional. Wayne Knox, Planning, Zoning, & Housing Manager, <br /> <br />stated that the Planning Commission unanimously recommended approval. A <br /> <br />discussion ensued regarding parking and building uses. Mayor Cobbe declared the <br /> <br />public hearing open; with no response, he declared it closed. Council Member Roop <br /> <br />moved to adopt, on emergency basis, the following Ordinance; the motion was duly <br /> <br />seconded and carried by the following roll call vote, with all members voting: Vote 5 - <br /> <br />- <br /> <br />0; Yeas (5) - Clark, Cobbe, Ferrill, Reynolds, Roop; Nays (0) - None: <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, <br />Virginia, in regular session assembled, that in order to assure <br />compliance with Virginia Code Section 15.1-491 (g), it is stated that <br />the public purpose for which this Ordinance is initiated is to fulfill the <br />
