November 8, 2005

tourism and existing industry next in line. Tom Harned gave an overview of the

EDC Board's recommendation that a 120,000 square foot shell building be

constructed in the Patriot Centre on one of the graded revenue-shared lots.

The City will need to decide if they are willing to participate with the County in

construction of the building. Also, the EDC has been awarded a $15,000 grant

for a 40,000 square foot virtual shell building at Clearview Business Park that

requires a match of $15,000 from the City. After a lengthy discussion, City

Manager Collins indicated that both items will be placed on another agenda for

Council action.

Council Member Roop requested the EDC to attend another meeting of

Council to bring them up to date on the process they are using not only to

bring new jobs, but to also attract retail and commercial businesses. Vice

Mayor Reynolds asked what the plans are for small and existing businesses

and Will Davis indicated that they would be advertising within the next two

weeks for a small business development manager. Council Member Clark also

requested some advice from the EDC on marketing the Rives Road property.

Tyler C. Millner, a County resident, expressed his concern that City

Council and the County should not make a decision about the shell building
without having other options to consider.

Wade Bartlett, Director of Finance and General Services, presented the

financial report for the month ending September 30, 2005 and reviewed with
Council the audit results for FY05.
