Council Member <br /> <br />Roop moved to award the contract to Carnell Construction and that the funds <br /> <br />be transferred as recommended; the motion was duly seconded and carried by <br /> <br />the following vote, with all members voting: Vote 5-0. Yeas (5) - Cobbe, <br /> <br />Reynolds, Roop, Ferrill, Clark. Nays (0) - None. <br /> <br />Council Member Roop moved to authorize a refund of $50,478.10 <br /> <br /> <br />(includes interest) to Commonwealth Boulevard Associates, LLC for <br /> <br /> <br />overpayment of real estate taxes for tax years 2001-2005; the motion was duly <br /> <br /> <br />seconded and carried by the following vote, with all members voting: Vote 5-0. <br /> <br /> <br />Yeas (5) - Cobbe, Reynolds, Roop, Ferrill, Clark. Nays (0) - None. <br /> <br />Council next heard a presentation from Ruth Easley, Commissioner of <br /> <br /> <br />the Revenue, on legislative changes in the Personal Property Tax Relief Act <br /> <br /> <br />(PPTRA) effective January 1, 2006. Council must make some choices and <br /> <br /> <br />adopt an ordinance reflecting these choices for providing tax relief to the City <br /> <br /> <br />taxpayers. After discussion, City Manager Collins indicated that the matter <br /> <br /> <br />would be placed on the next agenda for adoption of the Ordinance. <br /> <br />Council received an update from the Martinsville-Henry County <br /> <br /> <br />Economic Development Corporation. Will Davis, the interim director, indicated <br /> <br /> <br />that jobs are the major focus with marketing and business development, <br />
