<br />November 8,2005 <br /> <br />After a five-minute break, Council heard a presentation from Wayne D. P. <br /> <br />Knox, Director of Community Development, concerning a request to hire a City <br /> <br />Planner, who can devote more time to the Uptown business district, the <br /> <br />historic districts and work with the newly formed Architectural Review Board. <br /> <br />The recommendation is to hire someone in January 2006 and since this is a <br /> <br />new position, Council will have to approve the funding. City Manager Collins <br /> <br /> <br />indicated that a complete job description along with the recommended funding <br /> <br /> <br />of the position would be placed on the next agenda for Council action. <br /> <br /> <br />However, at the request of Iris Read, Human Resources Manager, Council did <br /> <br />agree that they can begin the advertising process. <br /> <br />Mayor Cobbe announced that a public hearing will be held at the next <br /> <br /> <br />Council meeting and consideration of adopting, on first reading, of Ordinance <br /> <br /> <br />to rezone property located at 599 and 601 Starling Avenue (known as parcel <br /> <br />43(08)7, 8 on the Tax Map of the City of Martinsville) from R-9 Residential to P_ <br /> <br />2 Professional. <br /> <br />In other business, Council Member Clark requested City staff to review <br /> <br /> <br />the current bulk trash program to see if additional items can be added for pick <br /> <br /> <br />up, such as storm doors. City Manager Collins indicated that due to the <br /> <br /> <br />closing of the landfill, the program would be a part of next year's budget review. <br /> <br /> <br />Council Member Clark also requested a priority list of road improvements that <br />
