Cost and Capacity of a proposed Regional Jall sen/lng Pittsylvania. Danville and Patrick

Pittsylvania County Jail dated September 19, 2003. The forecasts developed for the three
jurisdictions are presented below:

Forecast of Local Detention Operating Capacity Requirements

Jurisdiction Forecast July of
2008 2013 2018
Danville 487 588 689
Patrick 75 98 120
Pittsylvania 232 290 348
Forecast Total 794 976 1,157

Regional Jail Operating Capacity

The key questions are the operating capacity (size) of the proposed regional jail and the
continued use of the existing local secure detention capacity, For purposes of this report,
Danville will continue to operate the City Farm and City Jail and will utilize the regional jail for
their 'overflow population'. Danville will use the regional jail primarily as an 'overflow" facility
and for sentenced inmates (state responsible), inmates with special needs (medical, mental
health, dietary, etc.), escape risks/high profile inmates, disciplinary problems, inmates with
specific substance abuse or other special program needs. A full line of rehabilitative programs
will be provided at the regional jail. The type of inmate from Danville will not be restricted or
constrained based on the inmate's classification or special needs.

The operational capacity of the Danville City Jail is 213 and the operational capacity of the Jail
Farm is 120. In addition, the City Jail has an additional 30 permanent beds that are not included
in the operational capacity. For purposes of this study, the secure detention capacity available
to the City of Danville in the existing facilities is 363 (City Farm operating capacity of 120, City
Jail operating capacity of 213 plus 30 additional beds in the City Jail).

The proposed regional jail will provide all of the secure detention capacity required for the
Patrick County and the Patrick County Jail will be abandoned as a 'full-time' detention facility.
The Patrick Jail, however, may be used as a temporary holding for inmates awaiting transport to
the proposed regional jail and/or as a temporary holding for court sessions. For purposes of this
study, the secure detention capacity available to the Patrick County in the existing facility is 0.

The existing capacity of the Pittsylvania County Jail (36 operating capacity and a total of 70
Permanent beds) will be utilized with the operational management of the existing facility to be
determined. The facility may be used for pre-trial inmates from Pittsylvania County, female
inmates, and/or sentenced inmates. For purposes of this study, the secure detention capacity
available to the Pittsylvania County in the existing facility is 70.

With the forgoing assumptions, the operating capacity (size) of the proposed regional jail is
shown in the table on the following page. Using the assumptions described above, the
operating capacity of the proposed regional jail would be 724.

'Powell Consulting Sen'ices 3 January 14, 2005
