Cost and Capacity of a proposed Regional Jail serving Pittsylvania, Danville and Patrick

Jurisdictional Detention Operating Capacity Shortfall

Jurisdiction Item July 2008 July 2013 July 2018
Forecast 487 588 689
Danville Operating Capacity 363 363 363
Shortfall 124 225 326
Forecast 75 98 120
Patrick Operating Capacity 0 0 0
Shortfall 75 98 120
Forecast 232 290 348
Pittsylvania Operating Capacity 70 70 70
Shortfall 162 220 278
Forecast 794 976 1,157
System Total Operating Capacity 433 433 433
Shortfall 361 543 724

Project Cost:

The per bed cost of recently approved projects by the Board of Corrections has approximated a
per bed cost of $112,000 or $280 per square foot. While it may be possible to design a regional
jail for less, the $112,000 per bed of operating capacity reflects the expected cost when the
project design is consistent with the existing state design Standards. The project cost can be
lowered by not building to the state Standards. This approach is not recommended. The
potential savings by not building to state Standards are not quantifiable until development of a
conceptual design that would reflect the differences in that design from the design that would be
consistent with the Standards. However, if the State standards were not followed, the
reimbursement from the State would probably not be available to offset 50% of the approved
project cost.

The table below presents the project costs for two building options. One of the options involves
building to meet the 2018 forecast and the other option involves designing to the 2018 forecast
but building to the 2013 forecast.

Project Cost
July 2013 July 2018
Forecast 543 724
Project Cost (Millions) $60.8 $81.1
State Reimbursement (50% of Approved Project cost) $30.4 $40.5
Jurisdictions' Share of Project Cost $30.4 $40.5

Powell Consulting Sen/ices 4 Januaq,, 14, 2005
