Cost and Capacity of a proposed Regional Jail serving Pittsylvania. Danville and Patrick <br /> <br />Introduction <br /> <br /> This report, prepared at the request of the Pittsylvania County Administrator, is focused on the <br /> detention capacity required in a regional jail designed to serve the needs of Pittsylvania County, <br /> Patrick County and the City of Danville. The initial project scope was to 1) explore the capital <br /> and project cost to Pittsylvania County by forming a regional jail with the Franklin, Henry, and <br /> Patrick Counties and the Cities of Danville and Martinsville and 2) the feasibility of Pittsylvania <br /> County joining the Blue Ridge Regional Jail Authority. The results of those studies were <br /> documented in reports titled Cost and Capacity of a proposed Regional Jail serving Pittsylvania, <br /> Franklin, Henry, and Patrick Counties and the Cities of Danville and Martinsville and Phase A: <br /> Explore Regional Jail Opportunities the Blue Ridge Regional Jail Option. A third report titled <br /> Cost and Capacity ora Proposed Regional Jail to serve the City of Danville and the Counties of <br /> Patrick and Pittsylvania dated December 16, 2004 was prepared to narrow the participants in a <br /> regional jail from the original five jurisdictions to three jurisdictions. <br /> <br /> In the third study, the sec[;re detention capacity required in the proposed regional jail was based <br /> on the closing of all detention facilities in the three jurisdictions. After additional discussions <br /> with officials from City of Danville, this base assumption was modified. This additional study <br /> was initiated to address the capital and operating cost of a regional jail designed to address the <br /> secure detention needs of Pittsylvania County, Patrick County and the City of Danville under <br /> different assumptions concerning the continued operation of the detention capacity in the City of <br /> Danville and Pittsylvania County. This report differs from the report titled Cost and Capacity of a <br /> Proposed Regional Jail to serve the City of Danville and the Counties of Patrick and Pittsylvania <br /> in that 1) the existing detention capacity available to the City of Danville (City Jail and City Farm) <br /> will continue to operate under the direction of the Shedff of Danville and the City Farm <br /> Superintendent, 2) the Danville detention facilities will not be part of the proposed regional jail, <br /> 3) the detention capacity of the Pittsylvania will continue to be utilized, 4) the operational <br /> management of the Pittsylvania County Jail may be under the direction of the Sheriff or <br /> operational control may be transferred to the regional jail authority/board, 5) the Patrick County <br /> Jail will be closed and 6) the regional jail would be operated by the regional jail authority/board. <br /> <br />After discussions with officials from Franklin County, the County Administrator of Pittsylvania <br />requested an estimate of the capacity and cost impact on the proposed regional jail if the <br />jurisdictional membership in the proposed regional jail authority/board included Franklin County. <br />If Franklin is included in the proposed regional jail, the existing detention capacity in Franklin <br />County will continue operations and the management of the Franklin County Jail will be under <br />the direction of lhe Franklin County Shedff. <br /> <br />This report is organized to first present the capacity and cost of a regional jail including Danville, <br />Patdck and Pittsylvania under the conditions described above, followed by a section addressing <br />the capacity and cost impact of adding Franklin County to the proposed regional jail. <br /> <br />Forecast of Secure Detention Capacity for a Reglonal Jail serving Danville, Patrick and <br />Plttsylvanla. <br /> <br />The secure detention capacity required by Danville City and Patrick County were presented in <br />the report titled Cost and Capacity of a proposed Regional Jail serving Pittsylvania, Franklin, <br />Henry, and Patrick Counties and the Cities of Danville and Martinsville and the Pittsylvania <br />County secure detention capacity requirement was presented in the report titled A Community- <br />Based Corrections Plan prepared for Pittsylvania County for the proposed expansion of the <br /> <br />'Powell Consulting Services 2 January 14. 2005 <br /> <br /> <br />
