Council Member Clark stated that the proposed <br />Ordinance is "too lenient" on the exemption clause of service years and that the citizens <br />that he has spoken with support the Ordinance. Mayor Cobbe stated that he has <br />spoken to no one who supports residency requirements. Council Member Ferrill stated <br />that he has heard only positive support from citizens. Vice Mayor Reynolds stated that <br />the City should want the best qualified candidates and that this Ordinance "does not <br />look forward to the future." Council Member Ferrill moved to approve, on first reading, <br />of such Ordinance, as revised [deleting "The City Manager is authorized to make <br />exemptions to the requirements established hereby, subject to the review of City <br />Council; revising the 10 years of service exemption to 15]; the motion was duly <br />seconded and carried by the following roll call vote, with all members voting: Vote 3 - <br />2; Yeas (3) - Clark, Ferrill, Roop; Nays (2) - Cobbe, Reynolds. <br /> <br /> Council considered approval, on first reading, of Ordinance 2004-18 amending <br />Section 24-6 Archery Season for Deer of the City Code. Mayor Cobbe stated that he is <br />concerned with deleting safety training. Michael Rogers, Chief of Police, stated that he <br />is "okay" with the deletion, knowing that all hunters will continue to receive safety <br />training through the national course.
