Robert Stone, of 1519 Kenmar <br /> Drive, spoke in opposition to the proposed merger, citing that the Social Services <br /> Departments' merger was not done fairly in 1999. Jon Sayre, of 1206 Corn Tassel Trail, <br /> stated that half of the City's parks are "atrocious" and encouraged Council to seek <br /> private citizen input regarding the proposed merger. Betsy Pace, Senior Services <br /> Coordinator, stated that she wants to maintain the same level of service and does not <br /> want to lose the support of the City's garage and other departments. Council Member <br /> Ferrill moved to continue as previously discussed at Council's September 14, 2004, <br /> Work Session, and to develop a "Parks & Recreation/Leisure Services Consolidation <br /> Plan" by April 15, 2005, with a proposed effective consolidation date of July 1,2005; the <br /> motion was duly seconded and carried by the following vote, with all members voting: <br /> Vote 5 - 0; Yeas (5) - Clark, Cobbe, Ferrill, Reynolds, Roop; Nays (0) - None. <br /> <br /> Council considered support of collection procedures and approval of payment of <br />expenditures associated with land sales, relative to the collection of delinquent taxes. <br />Council Member Roop moved to approve "Collection Procedures for Delinquent Real <br />Estate" and "Collection Procedures for Personal Property Taxes" as proposed by Pat <br />Conrad, Treasurer; the motion was duly seconded and carried by the following vote, <br />with all members voting: Vote 5 - 0; Yeas (5) - Clark, Cobbe, Ferrill, Reynolds, Roop; <br />Nays (0) - None. <br /> <br /> Council considered approval, on first reading, of Ordinance 2004-16 adding <br />subsection (c) to Section 21-4 of Chapter 21 Taxation of the City Code.
