209 <br />September 28, 2004 <br /> <br />roll call vote, with all members voting: Vote 5 - 0; Yeas (5) - Clark, Cobbe, Ferrill, <br /> <br />Reynolds, Roop; Nays (0) - None. <br /> <br />Council considered approval, on first reading, of Ordinance 2004-19 amending <br /> <br />Section 4-29 of the City Code relating to public dances. Vice Mayor Reynolds moved to <br /> <br />approve, on first reading, of such Ordinance; the motion was duly seconded and carried <br /> <br />by the following roll call vote, with all members voting: Vote 5 - 0; Yeas (5) - Clark, <br /> <br />Cobbe, Ferrill, Reynolds, Roop; Nays (0) - None. <br /> <br />Council considered adoption of a Resolution relative to the establishment by the <br /> <br />Commonwealth of a New College in the Martinsville area. Council Member Roop <br /> <br />moved to adopt the following Resolution; the motion was duly seconded and carried by <br /> <br />the following vote, with all members voting: Vote 5 - 0; Yeas (5) - Clark, Cobbe, Ferrill, <br /> <br />Reynolds, Roop; Nays (0) - None. <br /> <br />WHEREAS, a higher education can be the catalyst for economic <br />revitalization in Southside Virginia; and <br />WHEREAS, many calls for the establishment of a new public college (a <br />"New College") in Southside Virginia ("Southside") have been made over <br />the years, including State Senator Charles R. Hawkins of Pittsylvania <br />County and, more recently, Lieutenant Governor Timothy M. Kaine; and <br />WHEREAS, the Commonwealth is not in a position fiscally to establish a <br />New College without substantial local funding; and <br />WHEREAS, in January 2004 the Harvest Foundation of the Piedmont <br />presented the Commonwealth with a $50,000,000 challenge grant to help <br />begin a New College in the Martinsville area; and <br />WHEREAS, education and knowledge are the foundations of success in <br />the twenty first century economy and are necessary for the Success of <br />Southside as a region; now, therefore <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, in <br />regular session assembled September 28, 2004, that it does hereby <br />support the establishment by the Commonwealth of a New College in the <br />Martinsville area. <br /> <br />Council considered designating a voting delegate and alternate for the Virginia <br /> <br />Municipal league Annual Conference in Alexandria on October 3-5, 2004.
