August24,2004 <br /> <br />WHEREAS, Mr. Finley made clear to all who knew him that while his <br />expectations for personal and community success were high, his faith in <br />people and belief in their potential were higher; and <br />WHEREAS, all who knew Joseph Finley will miss his warm smile, his <br />ready handshake, his easy manner and eager participation; and <br />WHEREAS, Martinsville City Council worked closely with Joseph Finley <br />and came to appreciate his contributions all designed to improve the <br />community and its residents; now, therefore <br />BE[ IT RE[SOLVE[D by the City Council of Martinsville, Virginia, assembled <br />this 24th day of August, 2004, that it does hereby express its sincere <br />condolences and sympathy to the family of Joseph Finley, and does <br />express the sense of the community that, while Martinsville will greatly <br />miss Mr. Finley, it does and will continue to remember fondly his <br />contributions to the overall improvement and development of our city. <br /> <br />Council considered a presentation by representatives of First Baptist Church of <br /> <br />Martinsville of teddy bears to the Fire and Police Departments. Frances Milstead made <br /> <br />the presentation stating that the project lasted approximately 22 months. She thanked <br /> <br />Jay Russell and Brad Beam for visiting the church and speaking to the group regarding <br /> <br />the Fire Department and the project. <br /> <br />Council recognized the following citizens who have served on various Boards <br /> <br />and Commissions: <br /> <br />Lynn Ward, Martinsville School Board, 2001-2004 <br />Joseph E. Finley, Martinsville School Board, 2000-2004 <br />Hasan Davis, Transportation Safety Commission, 2002-2004 <br />Elizabeth Sibbick, Transportation Safety Commission, 2002-2004 <br />James C. Richardson, Jr., Patrick Henry Community College Board, <br /> 1998-2004 <br /> Phillip Garrett; Martinsville Planning Commission, 2000-2004 <br />J. Ronald Ferrill, West Piedmont Planning District Board of <br /> Commissioners, 2000-2004 <br /> <br />Mayor Cobbe read a proclamation designating the fourth Monday of September <br /> <br />as "Family Day" and presented such proclamation to Jay Engstrom. Council Member <br /> <br />Roop commended Piedmont Community Services and local high school students and <br /> <br />volunteers for their efforts. <br /> <br /> <br />
