August 24, 2004 <br /> <br />A regular, monthly meeting of the Council of the City of Martinsville, Virginia, was <br /> <br />held on August 24, 2004, in Council Chamber, Municipal Building, beginning at 7:30 P. <br /> <br />M., with Mayor Joe Cobbe presiding. Council Members present included: Joseph R. <br />Cobbe, Mayor; Kimble Reynolds, Jr., Vice Mayor; and Council Members James W. <br /> <br />Clark, J. Ronald Ferrill, and Terry L. Roop. <br /> <br />Following the invocation by Council Member Ferrill and Pledge to the American <br /> <br />Flag, Mayor Cobbe welcomed everyone to the meeting. <br /> <br /> Council Member Ferrill moved to approve the minutes of the May 12, 2004, May <br />13, 2004, July 13, 2004, and July 27, 2004, meetings as presented; the motion was duly <br />seconded and carried by the following vote, with members approving only those <br /> <br />meetings they attended: Vote 5 - 0; Yeas (5) - Clark, Cobbe, Ferrill, Reynolds, Roop; <br />Nays (0) - None. <br /> <br /> Council considered adoption of a Resolution and presentation to the family of the <br />late Joseph E. Finley. Council Member Roop moved to adopt the following Resolution; <br /> <br />WHEREAS, Joseph E. Finley, a 40-year resident of Martinsville, passed <br />away July 7, 2004 at the age of 80; and <br />WHEREAS, Joseph Finley spent his professional life as an educator and <br />school administrator who touched the lives of thousands of students, <br />parents and teachers with his focus, determination and ease of leadership; <br />and <br />WHEREAS, Joe Finley played a critical role in integrating Martinsville's <br />schools during a turbulent and memorable time in civil rights history; and <br />WHEREAS, at the direction of his school superintendent, Joseph Finley <br />was an administrator key to implementing the Big M Awards, Martinsville's <br />signature means to honor academic and citizenship accomplishments of <br />its students; and <br />WHEREAS, Joseph Finley capably and effectively served as chairman of <br />both the Martinsville School Board and the Martinsville Electoral Board, in <br />addition to leading community efforts with scouting, crime prevention, <br />holiday celebrations and historic preservation; and <br /> <br /> <br />
