August24,2004 <br /> <br /> Council considered approval of the FY2004-2005 Performance Contract between <br />Piedmont Community Services and the Virginia Department of Mental Health, Mental <br />Retardation, and Substance Abuse Services. Robert R. Collins, City Manager, stated <br />that this does not impose liability onto the City. Council Member Roop moved to <br />approve such Performance Contract; the motion was duly seconded and carried by the <br />following vote, with all members voting: Vote 5 - 0; Yeas (5) - Clark, Cobbe, Ferrill, <br />Reynolds, Roop; Nays (0) - None. <br /> <br /> Council considered adoption of an Ordinance, on emergency basis, and <br />authorizing the City Manager to sign a Guaranty Agreement with American National <br />Bank and Trust Company. Wade Bartlett, Director of Finance & General Services, <br />stated that this is required for the Blue Ridge Power Agency to join a Regional <br />Transmission Organization to secure wholesale electricity and pay associated power <br />and transmission costs. Council Member Ferrill moved to adopt the following <br />Ordinance, on emergency basis; the motion was duly seconded and carried by the <br />following roll call vote, with all members voting: Vote 5 - 0; Yeas (5) - Clark, Cobbe, <br />Ferrill, Reynolds, Roop; Nays (0) - None: <br /> <br />WHEREAS, the City of Martinsville, Virginia (the "City"), together with the <br />Cities of Bedford, Danville and Salem and the Town of Richlands, is a <br />member of the Blue Ridge Power Agency, Inc. ("Blue Ridge"); and <br />WHEREAS, Blue Ridge has advised its constituent members, including <br />the City of Martinsville and the above listed members, that to obtain <br />electric transmission service in the future, the members must either <br />become members of PJM Interconnection, LLC ("PJM"), or have an agent <br />act on their behalf; and <br />WHEREAS, at the request of its constituent members, Blue Ridge has <br />agreed to act as their agent and itself to become a member of PJM; and <br />WHEREAS, the credit requirements of PJM require that Blue Ridge obtain <br />an irrevocable stand-by letter of credit to secure payments due from Blue <br />Ridge to PJM; and ' <br /> <br /> <br />
