May 24, 2004 <br /> <br /> Mayor Teague suggested council should give the school board the $460,000 in <br />textbook upgrades and mandated costs plus $450,000 to fund a three-percent pay <br />increase. The $1,613,000 less that $910,000 would mean a net reduction of $703,000 <br />from the city's contribution toward school costs. Mayor Teague suggested council <br />approve a transfer of $6,383,000 to the schools. <br /> <br /> Mr. Cobbe suggested the council should approve the previous year's transfer, <br />less $600,000. After further discussion, council agreed to cut approximately $700,000 <br />from the previous year's contribution. Council also agreed to consider returning enough <br />to the schools to provide air conditioning at Druid Hills Elementary School. <br /> <br /> On motion from Mr. Roop, seconded by Mayor Teague, council considered <br />cutting $703,542 from the previous year's contribution, meaning the schools will receive <br />a net increase of $909,548 over Fiscal 2004 funding. In discussion, Mr. Cobbe said he <br />did not want to hurt relations with the schools by supporting the motion. <br /> <br /> On call for vote, Mayor Teague, Mr. Ferrill and Mr. Roop supported the motion. <br />Mr. Cobbe voted against, and Mr. Dallas abstained. The motion passed by a vote of 3-1 <br />with one abstention. <br /> <br /> Mr. Teague reviewed projected revenue increases under Budget Option Three, <br />saying passage would mean an increase cost to the average citizen of $12-13. <br /> <br /> Council returned to its review for reductions, and by consensus, agreed to keep <br />the bulk trash and reservoir operations at existing levels of service. <br /> <br /> At 9:28, council turned to discuss potential revenue increases. <br /> <br /> Mr. Ferrill noted the city's good progress on fund balance, and indicated bis belief <br />that raising all recommended rates in one year was too much.
