Mr. Ferrill said the council should address the <br />schools' operating budget and capital needs separately. Mr. Dallas suggested pushing <br />back school roof construction to relieve the financial burden on citizens. <br /> <br /> Mr. Cobbe said he was not sure that council should set priorities in capital needs <br />for either the schools or the city departments, deferring instead to the city manager and <br />the school board. He also stated that the school superintendent and school board were <br />"generous" in their budget presentation about expenditures they considered <br />"mandated". <br /> <br /> Mayor Teague wanted an updated fund balance estimate to give a total impact of <br />changes made by council. Mr. Bartlett indicated that the $60,000 to economic <br />development agencies plus up to $100,000 in other changes balanced to zero when <br />considering the extension of savings from the state life insurance premium holiday. <br /> <br /> Mr. Cobbe reiterated he was not sure whether council should do anything before <br />hearing from the school board public hearing. Mayor Teague suggested separating the <br />school operating and capital pieces for discussion. <br /> <br /> At 8:50 p.m., council took a brief recess to allow Mr. Bartlett to gather relevant <br />figures from his office. At 9:05 p.m., the mayor called council back to order and asked <br />Mr. Bartlett to report. <br /> <br /> Mr. Bartlett showed $1,613,000 in increased revenue for the schools. Mandated <br />changes, as prepared by the school board, totaled $344,000. <br /> <br /> <br />
