May 24, 2004 <br /> <br /> In discussion, Mr. Cobbe said he believed the budget should be left alone but <br />that the city should work to merge its parks and recreation functions with Henry <br />County's. Mr. Roop said he believed Hooker Field should continue to be maintained at a <br />high level. Mr. Bartlett said the loss of a laborer would affect all parks and playing fields <br />because of the cut in manpower. <br /> <br /> Upon further discussion, Mr. Ferrill wished to withdraw his motion, but Mr. Dallas <br />refused to withdraw his second. Upon vote, council defeated Mr. Ferrill's motion 4-1, <br />with only Mr. Dallas voting in the affirmative. <br /> <br /> No cuts were made to senior services. <br /> <br /> In discussion of outside agencies, Mayor Teague wanted to discuss funding for <br />Martinsville Uptown Revitalization Association, Longwood Small Business Center and <br />the West Piedmont Business Development Center. Council unanimously acted to <br />replace a total of $60,000 in the Fiscal Year 2005 budget to fund those agencies. <br /> <br /> Mr. Cobbe made a motion, seconded by Mr. Ferrill, to fund Blue Ridge Regional <br />Library at $317,259 for Fiscal Year 2005. Mr. Dallas said he felt council should think of <br />the total funding request. Mr. Cobbe's motion passed by a 4-1 vote, with Mr. Dallas in <br />the negative. <br /> <br /> Mr. Dallas moved to not contribute any funds to the Blue Ridge Airport, saying <br />the airport did not need the money. Mr. Cobbe said Clarke Eden of the airport board <br />would bring the airport's financial data to the meeting of May 25 for a budget review. Mr. <br />Dallas' motion died for lack of a second. <br /> <br /> Council moved on to discuss the educational transfer. Mayor Teague said the <br />most recent state figures show state funding increases for Martinsville Public Schools <br /> <br /> <br />
