May 24, 2004 <br /> <br />council raise electric and refuse rates this year, but delay water and sewer to Fiscal <br />Year 2006, if needed. <br /> <br /> Mr. Bartlett reminded council that some capital needs have not been funded. <br />While some increases would take effect one year earlier than necessary, the increases <br />would allow the city a one-time opportunity to meet those capital needs before revenue <br />increases are needed to make up the budget deficit caused by increasing electric and <br />refuse disposal costs. <br /> <br /> Mayor Teague directed Mr. Barlett to re-prepare the fund balance for the meeting <br />of May 25, taking off increases for water and sewer and prioritizing capital needs. <br /> <br /> Mr. Roop asked whether the city needed $4-5 million to meet its cash flow <br />obligations. Mr. Dallas said the budget as presented was leaving people behind. Mr. <br />Ferrill asked how Mr. Dallas would propose to fund the city government, and said the <br />council had already backed off some proposed increases. <br /> <br /> Mr. Roop said council had never raised fees arbitrarily, and that he believes <br />council only wants to raise enough money to fund the service needs of the city. <br /> <br /> At 9:40 p.m., there being no further business to come before Council during its <br />budget work session meeting, upon motion by Mr. Ferrill, duly seconded by Mr. Dallas, <br />by unanimous vote, Mayor Teague declared the meeting adjourned until May 25 at 7:30 <br /> <br />Matthew C.
