John Carter, of 716 <br />Beechnut Lane, spoke in favor of the proposal. Jay Russell, of 1409 Chatham Road, <br />and Assistant Fire Chief, spoke in favor of the proposal. Page Brockenbrough, of 907 <br />Clarke Road, spoke in favor of the proposal. Mayor Teague stated that SAS provides a <br />good service, but resources and money already invested, Council needs to select what <br />is best for the City. Council Member Cobbe denied the proposal's urgency; other <br />options may exist. Council Member Dallas stated that he polled more than 80 citizens <br />regarding this issue, and only two were against it. Council Members Ferrill and Roop <br />stated that the majority of their telephone calls and contacts were in favor of the <br />proposal. Vice Mayor Roop moved to adopt an EMS Transport Program and authorize <br />the Interim City Manager to execute a RSAF grant application for the purchase of two <br />(2) ambulances and associated equipment; the motion was duly seconded and carried <br />by the following vote, with all members voting: Vote 4 - 0 - 1; Yeas (4) - Dallas, Ferrill, <br />Roop, Teague; Nays (0) - None; Abstention (1) - Cobbe, citing conflict of interest. <br /> Council considered business from the floor. Kathy Lawson, of 909 Barrows Mill <br /> Road, announced the next Habitat for Humanity house opening for Sunday, May 16, <br /> 2004, 4:30 P. M., 1004 Paul Street.
