May 11,2004 <br /> <br />purchase of two (2) ambulances and associated equipment. Mr. Bartlett reviewed the <br />proposal. Vice Mayor Roop asked what would happen if all fire and EMS personnel <br />were on calls at the same time. Clarence Monday, Assistant Fire Chief, replied that the <br />department would continue to work with the volunteer fire departments and rescue <br />squads, including Henry County. Aisc, a RFP would be submitted for a back-up <br />agency. At Vice Mayor Roop's request, Mr. Monday reviewed the fee schedule and <br />stated that billing would be performed by a third party vendor, hopefully local. Council <br />Member Cobbe questioned particular financials. Mr. Monday replied that beginning with <br />the second year, only variable expenses would be necessary. Mayor Teague stated <br />that the City is already funding 24-hour staffing. Ronald Stone, President, Stone <br />Ambulance Service (SAS), presented an overview of his agency and addressed <br />concerns regarding stated response times, protocol time factors, and grant eligibility. <br />He suggested that the time before his agency is notified be decreased to five minutes. <br />Mark Puckett, President, Martinsville-Henry County Rescue Squad, spoke in favor of <br />the proposal. Elmer Pingry, of 703 Circle Court, spoke in favor of the proposal, if it does <br />not "discourage private business." James Clark, Council Member-Elect and former <br />Assistant Fire Chief, spoke in favor of the proposal and reviewed the implementation of <br />EMS by the Fire Department. Phil Sparks, of 323 Greyson Street, spoke in opposition <br />to the proposal. Tim Powell, of 813 Highland Ridge Road, spoke in favor of the <br />proposal. James Crigger, Sr., of 1122 South Askin Street, spoke in opposition to the <br />proposal, stating, "You don't need to act tonight." Leo Lowell, of Stone Ambulance <br />Service, spoke in opposition to the proposal, stating, "1 acknowledge a problem, but this <br />isn't the solution."
