Enclosure # <br /> <br />Martinsville <br /> <br />ORDINANCE 2004-9 <br /> <br /> WHEREAS, the Council of the City of Martinsville has this day appointed Robert <br />R. Collins, as City Manager, and desires to enact an ordinance fixing his compensation as <br />required by Section 1 under Chapter 5 of the City Charter, <br /> <br /> NOW THEREFORE, BE IT ORDAINED by the Council of the City of <br />Marfinsville, Virginia, in regular session held on May 1 I, 2004, that the City Manager <br />shall receive the following compensation: <br /> <br /> 1. Salary: The City shall pay the City Manager for his services <br />rendered an annual salary of $ 99,880.00 as set by the City Council in its annual budget, <br />payable in equal installments under the same terms and conditions as other employees of <br />the City are paid. The City shall not at any time during the term of his employment <br />reduce the salary or other benefits of the City Manager, unless there is a proportional <br />reduction across-the-board for all employees of the City. The Council shall provide an <br />annual cost of living increase at least equal to the average cost of living increase for all <br />other City employees. <br /> <br /> 2. Benefits: The City Manager shall receive employee benefits afforded all <br />employees, with the level of said benefits based upon the equivalent of twenty-six (26) <br />years government service. An employment date of April 1, 1978, shall be used to <br />determine aggregate service level for all employee benefits. <br /> <br /> A. Professional Dues and Development. The City shall pay the <br />professional dues and subscriptions of the City Manager for the City's continuing <br />involvement in the necessary official and other functions of the City, including but not <br />limited to the International City Management Association (ICMA), the Virginia Local <br />Government Management Association (VLGMA), the Virginia Municipal League <br />(VML), and such other governmental groups and committees which are mutually agreed <br />between the City and the City Manager to be appropriate, and, in addition, the City <br />Manager's dues and assessments for membership in a local community civic group <br />selected by the City Manager. <br /> <br /> B..Travel. The City shall provide a reasonable budget for travel and <br />subsistence expenses for the City Manager for professional and official travel, meetings <br />and organizations adequate to continue the professional development of the City Manager <br />in the organizations set forth in Subsection 2-A. Compensation for business travel outside <br />of the City shall be in accordance with the City travel policy as adopted by the Council. <br /> <br /> <br />
