Martinsville
A CITY WITHOUT LIMITS

Enclosure Cf

May 25, 2004

Ms. Wendy Painter
Painter & Associates
4021 Spruce Drive
Raleigh, NC 227612

Dear Ms. Painter:

Thank you for meeting with Martinsville City Council on April 27 to provide
information relative to a proposed "apartments for the elderly" development to be built
by the John H. Wellons Foundation, Inc. and to be located within the City off Barrows
Mill Road. During that presentation, you requested the City indicate support for the
development by contributing one or more utility extensions to the site. Further discussion
revealed all sewer construction would be on private property, and should not involve the
City. A water line extension to the site would not involve private property and would be
more appropriate for City participation.

At the May 25, 2004 Council Meeting, Council approved construction of a 6"
water line extension off the City's existing main crossing Barrows Mill Road to the
proposed development site, at a cost not to exceed $6,000. Please communicate with
John Dyches, Water Resources Director, to coordinate the installation.

Sincerely,

W. W.
