Council reminded Staff of the needs of <br />Northside and Chatham Heights. Mayor Teague declared the Public Hearing open. <br />Oscar Cannaday, of 1222 Knollwood Place, spoke in favor of the application. Mayor <br />Teague declared the Public Hearing closed. Council Member Dallas moved to <br />authorize the Interim City Manager to sign such application; the motion was duly <br />seconded and carried by the following vote, with all members voting: Vote 5 - 0; Yays <br />(5) - Cobbe, Dallas, Ferrill, Roop, Teague; Nays (0) - None. <br /> <br /> Council considered business from the floor. Tom Harned, Economic <br />Development Director, announced "Race to GED" sign up day for April 3, 2004. Mr. <br />Cannaday requested Staff to pursue the Section 8 home ownership program. Ruth <br />Easley Krauss, Commissioner of the Revenue, discussed the State's budget deadlock <br />and potential implications to localities. John Sanders, of 308 Starling Avenue, <br />encouraged that budget data be released as soon as possible. Chris Koumparakis, of <br />1772 Farmbrook Road, Ridgeway, spoke regarding local healthcare and The Harvest <br />Foundation. <br /> <br /> Leon Towarnicki, Director of Public Works, presented the recycling report for the <br />three-month period of November 2003 through January 2004. <br /> <br /> John Dyches, Director of Water Resources, presented an update regarding water <br />treatment plant notice requirements. The haloacetic acid average for the fourth quarter <br />was in compliance but was not substantial enough to positively affect the four-quarter <br />average.
