March 23, 2004 Council reconsidered, on first reading, of Ordinance 2004-6 adding Section 13- 19.1 to Chapter 13 of the City Code relating to giving the police department the authority to enforce trespassing on real property in the absence of the property owner. Mr. Monday reviewed the ordinance. Council Member Dallas moved to adopt, on first reading, Ordinance 2004-6; the motion was duly seconded and carried by the following roll call vote, with all members voting: Vote 5 - 0; Yays (5) - Cobbe, Dallas, Ferrill, Roop, Teague; Nays (0) - None. Council considered adoption, on emergency basis, of Ordinance 2004-7 amending Section 24-6 Archery Season for Deer of the City Code. Chief Rogers reported that 46 permits were issued last season and 33 deer were harvested. No complaints were received, and no injuries were incurred. Vice Mayor Roop moved to adopt, on emergency basis, the following Ordinance 2004-7; the motion was duly seconded and carried by the following vote, with all members voting: Vote 4 - 0 - 1; Yays (4) - Cobbe, Ferrill, Roop, Teague; Nays (0) - None; Abstention (1) - Dallas: BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in Regular Session held on March 23, 2004, that Section 24-6 Archery Season for Deer of the Code of the City of Martinsville, be amended to delete Editor's note as follows: Sec. 24-6. Archery Season for Deer. .......................... . ................... ~ at BE IT FURTHER ORDAINED by said Council that, an emergency existing, this ordinance shall be in force immediately upon adoption. Council considered adoPtion of a Resolution requesting the Virginia Depa~ment of Transpo~ation to add eligible lane mileage for calculating street maintenance payments to the City as a result of adding A Street from First Street to Second Street.
