April 13, 2004 <br /> <br />112 <br /> <br />during the project, then sold to a qualified LMI family from the city's <br />applicant list; and <br />WHEREAS, the City has committed $137,100 in Critical Care and <br />demolition funds, for housing rehabilitation, along with the donation <br />of a building lot; and <br />WHEREAS, said public and private investments will resolve 100% <br />of the physical problems in the Central West Area; and <br />WHEREAS, the City of Martinsville properly advertised and <br />conducted public hearings on Mamh 23 and March 30, 2004, which <br />addressed the CDBG program and the proposed CDBG <br />application, thereby meeting the citizen participation requirements; <br />now, therefore, <br />BE IT RESOLVED, by Council of the City of Martinsville, Virginia, in <br />regular session assembled April 13, 2004, that the Interim City <br />Manager is hereby authorized to execute and file all appropriate <br />documents for Martinsville's 2004 Community Improvement Grant <br />application totaling $581,600 in CDBG funds and $718,700 in total <br />investment, and to provide such additional information as may be <br />requested by the Virginia Department of Housing and Community <br />Development. <br /> <br />Council considered adoption of a Resolution approving the update to the current <br /> <br />City Emergency Operations Plan. Bob Phillips, Safety Director, reviewed the proposed <br /> <br />changes. The original plan was established in 1991 and last revised in 1994. The <br /> <br />proposed amendments are consistent with the County of Henry and Commonwealth of <br /> <br />Virginia. Council Member Ferrill moved to adopt the following Resolution; the motion <br /> <br />was duly seconded and carried by the following vote, with all members present voting: <br /> <br />Vote 4 - 0: Yays (4) - Cobbe, Dallas, Ferrill, Roop; Nays (0) - None: <br /> <br />WHEREAS, there exist many dangers of many types, including <br />man-made disasters, natural disasters, and possible hostile actions <br />of an unknown enemyi and <br />WHEREAS, the safety and protection of the citizens and property is <br />of foremost concern to the City Council of the City of Martinsville, <br />Virginia; and <br />WHEREAS, the City Council desires and the Commonwealth of <br />Virginia statutes require the adoption of appropriate planned <br />protective measures and <br />WHEREAS, by Resolution adopted on August 13, 1991, City <br />Council adopted the current City of Martinsville Basic Emergency <br /> <br /> <br />
