April 13, 2004 <br /> <br /> Operations Plan and now it has become necessary to update said <br /> plan; now, therefore, <br /> BE IT RESOLVED by the Council of the City of Martinsville, <br /> Virginia, in regular session assembled April 13, 2004, that said <br /> Council does hereby adopt the updated City of Martinsville Basic <br /> Emergency Operations Plan. <br /> <br /> Council conducted a public hearing on a request by the Economic Development <br />Department to solicit public comment on a Rural Business Enterprise Grant (RBEG) <br />through the United States Department of Agriculture, Rural Development for an <br />additional $515,000 for the West Church Street commercial Corridor Revitalization <br />project. Mr. Bartlett stated that this is an additional funding source for the project. Tom <br />Harned, Director of Economic Development, stated that this grant would bring the total <br />project budget to $2.3 million and that a public hearing must be held within 60 days of <br />filing an application. Vice Mayor Roop declared the Public Hearing open. With no <br />response, he declared the Public Hearing closed. <br /> <br /> Council considered business from the floor. Matthew Hankins, Public Information <br />Officer, announced the Annual Hazardous Waste Clean-Up for Saturday, April 24, 2004, <br />sponsored by the City, County of Henry, and the Gateway Streetscape Foundation. <br />Council requested that all event information be posted on MGTV. Chris Koumparakis, <br />of 1772 Farmbrook Road, Ridgeway, spoke regarding the Coalition for Economic <br />Progress and The Harvest Foundation. Mr. Bartlett announced that a joint meeting with <br />the Henry County Board of Supervisors has been requested to receive a position <br />update on the Coalition for Economic Progress and to ask for guidance regarding a <br />direction to proceed; he will schedule and notify Council. A discussion ensued <br />regarding the actual agenda and expected actions. <br /> <br />113 <br /> <br /> <br />
