11I <br /> <br />April 13, 2004 <br /> <br />WHEREAS, the City of Martinsville, Virginia has accepted federal <br />funds authorized under the Housing and Community Development <br />Act of 1974, as amended; and <br />WHEREAS, recipients of funding under the Act are required to take <br />at least one action each grant year, to affirmatively further fair <br />housing; and <br />WHEREAS, this April 2004 is the thirty-sixth anniversary of Title <br />VIII of the Civil Rights Act of 1968; now, therefore, <br />BE IT RESOLVED that the Martinsville City Council, in regular <br />session on April 13, 2004, hereby proclaims the month of April <br />2004 as Fair Housing Month and, urges all its citizenry to join in <br />activities in supporting and furthering fair housing for all people. <br /> <br />Council considered adoption of a Resolution authorizing the Interim City Manager <br /> <br />to sign the application regarding a Community Development Block Grant for the Central <br /> <br />West project in the City. Council Member Dallas moved to adopt the following <br /> <br />Resolution; the motion was duly seconded and carried by the following vote, with all <br /> <br />members present voting: Vote 4 - 0: Yays (4) - Cobbe, Dallas, Ferrill, Roop; Nays (0) <br /> <br />- None: <br /> <br />WHEREAS, the City of Madinsville has participated in the Small <br />Cities Community Development Block Grant (CDBG) Program as <br />administered by the Virginia Department of Housing and <br />Community Development; and <br />WHEREAS, during the course of the implementing the Southside <br />and R. P. Thomas neighborhoods, it was found to have excluded a <br />number of single - family residences; and <br />WHEREAS, the City is eligible for and wished to submit a 2004 <br />Community Improvement Grant application for Housing <br />Preservation Project to address the needs and desires of the <br />Central West Area, for the amount of $581,600 in CDBG funds; and <br />WHEREAS, said project will benefit 4,107 neighborhood residents, <br />of whom 89.5% are Iow - or moderate - income (LMI), and an <br />additional estimated 30 persons impacted directly, of whom 100% <br />will be LMI; and <br />WHEREAS, said benefit will result from the implementation of a <br />housing rehabilitation loan program for 15 owner - occupied <br />dwellings (20 persons - 100% LMI benefit); substantial <br />reconstruction of five (10 persons - 100 %) owner - occupied <br />dwellings; the acquisition of one (1) donated vacant, city - owned <br />lot for the construction of a "temporary relocation house", for use <br /> <br /> <br />
